Let the LDP boycott the Diet if they want. A strong prime minister could then accuse them of failing to do the job for which they were elected and demand their resignations and return of their salaries. Unfortunately, Noda is weak and will do what the LDP wants, since he wants to be in the LDP himself.

The PM can demand all he wants BUT there is no regulation or law on the books that they do so. The LDP is using the same tactics that the DJP would use to delay or stop passage of legislation. It's just that the LDP was in power for so long that it has taken them quite a long time to figure out what they want to do.
