    This seems like a slight paradox.... since when in Japan has the governor of prefecture been able to make foreign policy arrangements? or did the daimyo system return while I wasn't looking?

    Nothing but a business, Osaka pref under heavy burden of Y5 trillion in debt is seeking economy cooperation from China.
