and religious bodies as the least corrupt institution with a 2.6 score.

So they didn't consider the catholic church or the vatican to be as corrupt as they actually are ?

Maybe this Berlin based Watchdog was paid to look the other way ?

Must be some TEPCO / NRA and monopoly & co effect....
