Memo to all new Cabinet appointees: Don't get too comfortable with your new digs. You'll be shuffled out the door within a year of the DPJ taking control of the Japanese government.

I'm pretty sure that's the idea. Not the "fall" so much, but certainly to shake things up. Whether they do that or not remains to be seen.
