    at least everyone else knows who Merkel is...they probably think fukuda is a waiter of some sort, or the busboy

    Well, it is maybe not known to every one, that Angela Merkel has a Doctor degree in Physics. So one can expect, and she has shown this, that she is able to make well balanced decisions based on facts. If Fukuda-san tried to follow some of her ideas (he should make sure that he understands the consequences), it might end up with good results.
