    People talk about ODA like its supposed to be for the benefit of the foreign countries.

    Its just government subsidies to japanese heavy industry and construction companies. Foreign countries, even those in the targeted countries, are not even allowed to bid on the projects.

    Hunger will never be eradicated with food handouts, nor poverty with money. That's just not how it works. Stop gap measures must be just that, stop gap. But Africa needs the technology to develop its resources, this is true. But most Japanese I know think their technology is way too advanced for Africans so one wonders how this will fare...

    Why should western governments encourage investment in creating manufacturing jobs in Africa that would mean loss of existing or new jobs for its voters employed in the secondary sector?

    Also Fukuda and his LDP cronies know that African governments can't use aid money effectively to build industry but aid does help to build pro-Japanese international consensus and access to minerals.

    Therefore, Africa can only help themselves with more aid money to come. Try asking Bono to encourage foreign investment with that aid money(LOL)

    African union, Mbeki, Museveni, Kibaki, Obama, Odinga,Zenawi and others must work in unity with japan/asia/US/EU. .

    Africa need to solve its woes in crimes,infrastructure,info tech, education and its civil wars woes.

    If woes can be more reduced, there will be more globalised trade joint ventures in africa.

    Africa huge land/resources can supplement global food supplies/other resource woes in asia and other nations.

    Shift? Who shifted? It has always been trade never aid. The Japanese have simply heard something else everytime the Africans came trade hunting.

    unsrejects- One love for all/Africa. Thanks for comments, the truth will bring the light. Rich nations/rich people are corrupt/wicked the abuse the poor and the poor nations. No more wickedness/corruption, what is the result, nations come out of darkness. People/nations should love people more than money. The problem is people love money more than people.
