    Still "considering" the idea are they. That means they won't do anything and the idea will be forgotten once the taxes are reinstated.

    With the LDP, bribes come before sensible use of tax revenue.

    The story originally said that Fukuda was considering using the fuel tax for purposes other than road building.

    As the entire LDP system revolves around institutionalised bribery that's hardly surprising.
