The government and the ruling coalition are considering compiling a ‘‘17-month budget’’ by combining a fiscal 2008 supplementary budget and a fiscal 2009 budget to implement economy-boosting measures seamlessly, a government source said Thursday. ‘‘If we compile a supplementary budget from now, we can form a 17-month budget,’’ the source said.
The source was referring to the possibility that the government will implement measures under the initial fiscal 2008 budget ahead of schedule and enact a supplementary budget at an early date to cover the November-March period of the current fiscal year, followed by the compilation of a budget for fiscal 2009, which starts in April next year. Envisaged economic measures are designed mainly to help ease burdens on the farm and fishery industries, small and midsize companies and consumers hit by surging material costs and food prices. The government is expected to compile the economic measures by Aug. 29 and present a fiscal 2008 extra budget to an extraordinary Diet session expected to be convened in mid-September to help finance the measures.
