A serious situation.
Whether or not correct, I do not know, the news in Australia reports that the funds will be applied for such developments exampled as "airports, highways and schools". As an old "Japan hand" I know that Japan is perhaps the most developed country for such facilities, with some minor exceptions. However it lacks in my opinion the needs and facilities for the ageing and retired persons in the form of aged persons homes, homes for singles and certainly comfortable retirement villages, and accommodation for the staff needed for such facilities.( Presently existing private facilities are far too expensive for the average retiree ).
There have been efforts to recruit ( force?) labour for farming. There
is much unused farm land yet there remains the persistent cry that the country is not able to be self-sufficient in "food". A change in law to encourage larger scale corporate farming would ensure all available and suitable land became productive and produce opportunities for work, and perhaps rent to any unwilling-to-sell aged farmer.
Any other recommendations you wish to make to the Government?
GDP dropped 3.3% in the last quarter, increasing the government debt to GDP ratio by about 5%. Increased government spending might help (if it wasn't wasted), but the government has squandered so much money during better times that there is little room for manoeuvre now that times are hard.
