We’ve agreed that North Korea’s nuclear test poses grave threats to peace and the safety of international society and that the international community needs to take resolute steps quickly

Typical jargon. Japan is "easy range" of those Rodong Missiles. All the North Koreans have to do is make that new "nuke" operational for delivery. Of course that poses a grave threat.

If the Japanese and Britan are serious, they should draft up a secondary security alliance which equals to or supersedes the US-Japan Security Alliance. In hopes that, little by little, Japan can become completely self-reliant for their own national security independently.
