“It can be said that the resolution is working to convince the DPRK that it can’t go on like this. It must return to the six-party talks,” Kazuo Kodama, press secretary to Japanese Foreign Minister Katsuya Okada, said Friday, using North Korea’s official name: the Democratic People’s Republic of Korea.

The talks should lead to a stable framework of co-existence and mutual security. It should be a pluralistic framework that supports cooperation between countries/states with different social/political systems.

The ESC will be quite difficult to implement given that there are territorial disputes, different political systems, historical issues and also "East Asia(n)" isn't clearly defined. India definitely isn't an East Asian country nor is Australia but they might be included into the "ESC".
