Human rights??? I think the Chinese government is one of the last institutions on earth that should be discussing "human rights" with any other country.
They(the Chinese Communist Party) will participate in the talks AS FAR AS THE ISSUE DOES NOT TOUCH UPON THEIR OWN POLITICS UPON TIBETIANS AND CHINESE CITIZENS.
Although Human Rights issue will be on the agenda but not for discussion. Japan would rather discuss global warming, trade, rising oil prices and shortage of food supplies. Let's see how much cooperation they receive from China.
