I think the decision making process (top-down or bottom-up) also affects the FTA negotiations. In a plural democracy where interest lobbies are strong, the bottom-up mechanism will push the government to sign FTAs with particular economies to secure sectoral gains. Despite some sporadic objections from both sides, originating from specific interest groups (ie EU carmakers), it is anticipated that an FTA will have a positive impact for both sides.

I bet it was only Abe who wanted to talk about China, I guess he shoehorned it in, whilst the other leaders were trying to discuss the FTA.
