    As much as I support AID, Japan has big domestic issues that are not being addressed. Free and fair elections also need some overhaul here too. Perhaps having more to choose from than Mr corrupt Industry Vs Mr greedy...All the best Burma you need a fresh start, but so too Japan. Talk to you latter when we don't have to borrow to do it!

    Cricky old boy, do not forget that Japan has NO OIL and the last time I checked Myanmar has lots and lots of OIL, so me thinks Japan wants some of that oil, and sure they would like them to respect human rights etc..but that is not going to keep Japan INC afloat right??

    Elbuda, you're ignoring the positive steps that are currently being taken in Burma. It's important to encourage the government to keep making concessions - engagement is the only way to do this. Burma is so cut off from most of the world that countries like Japan have no leverage on human rights issues.

    By discussing a resumption of aid, Japan can set down what it would want to see from the Burmese government before money started being paid over, whether it wanted concrete actions taken or a roadmap of future reforms set out. If Burma did not deliver, the aid could be stopped. And if Burma gets reliant on donations from Japanese and other democratic governments it will be a lot less likely to back-peddle on its promises.
