That wouldn't have been possible 10 years ago. Japan is in a desperate situation, but hope dies last.

I am not sure because I am not familiar with India defense, but I can assume that it can be related to Pakistan. India and Pakistan are not signatory of the NPT, so perhaps India see it as a handicap against Pakistan nuclear threat.

Its more to do with Trade agreements than NPT. While India has opened up its nuclear sites to IAEA and adhere to its guidelines,this cant be said about the neighbors(PAK,China Helping PAK). Both India and Japan needs economic ties to compete in global market when the west is no longer profitable.

@mareo2, I have commented at length on the subject on another thread, India rejects clause on nuclear tests in civilian pact with Japan. BUT LET ME ALSO SAY THAT Japanese reactions, match up to the American reactions over the very same issue, have not been any more louder or muted over a civilian nuclear pact with Delhi.

I wonder why some people talk like this is a competition. Both countries embrace each other for growth and a friendly relation is based in mutual respect by see each other as an equal partner. I understand the reasons of India and I take the words of India's PM like an expression of respect to the feelings of the people in Hiroshima and Nagasaki. I think that if both sides can made some compromises a deal can be reached on the civilian nuclear cooperation. Is a delicate matter so there is no rush.

Yeah I will second the "why do so many want to make this in to a competition" India is a fast growing market and a true market unlike China where even after all the investment by so many countries has still not yielded the "great consumer bonanza".
Japan is just going were the market is leading just about every nation at this time and that is India.
Its not about who needs who more its just economics and marketing, you go where the customers and business are, today that is India tomorrow who knows, Brazil, Chile, South Africa, etc..?

Trade opportunities between the two sides are matters of urgency, particularly in the case of Japan which is seemingly lagging the Koreans and Chinese when it comes to European trade inks, etc. BUT I AGREE, that when it comes to civilian nuke cooperation Japan shouldn't feel obliged to compromise for the sake of accessing the Indian markets. And as said previously, Japanese reactions over the deal are no different (and obviously no less important) with that of their US counterparts.

With all due respect sir, to my understanding the trade pact that as just being signed by both countries is separated from the current negotiations on the civilian nuclear cooperation pact. There is no strings attached to the trade pact and so far it only need to be ratified by the lawmakers in both countries.

Is not the chinese people making protests saying that they don't want japanese products and business in their country? Loyalty cannot be bought, it must to be earned.
