I hope Gemba realizes nuclear weapons and nuclear power generation are two separate endevours with mostly only their names having similarities and that India already has nuclear weapons that they can eliminate if they so wish, without Japan's assistance.

You are aware India has had ballistic missiles loaded with nukes for a while now, right? Mostly, they're aimed at Islamabad.

Rare earth : this is easier said than done to have the sources shifted over night given the mining & extraction of rare earth involves serious pollutions..Part of reasons why China imposes restrictions on the business -- to be managed by selected big companies that implement modern techniques in extractions ( reasons why the US & Australia are reluctant to reopen their rare earth mines ). Meanwhile, Red tap & bureaucracy in India are the obvious obstacles to make the rare earth available soon ?
Nuclear cooperation : India had made it quite clear on the issue, they donot welcome nuclear technology talks with India being attached with conditions of non-proliferation etc.. India sees herself as a defacto nuclear power & a potential world power, no preaching please Gemba-San !

You forgot to mention India`s rampant corruption record which starts right at the top and is endemic at every level.
