You do know America is trying Chinese investments for long term basis (in Trillions) so $5b out of these Trillions is not a bad deal specially when multiple countries are contributing. Yes, its not Pakistan's war. Why should Pakistan pay for something that is actually 'Made in Pakistan'? Why? Its American war, because America has to pay for the the war that developed in a country far away killing not only Americans but people around the world, including Pakistanis.
I think Pakistan has been given a bigger task then they could handle, i think the pressure of america and the big responsibility of stabilizing not only pakistan but Afghanistan aswell.
