    action for action? Applying Newton's Third Law of Motion (for every action, there is an equal and opposite reaction)? When NK has made it very clear that they are not interested in any sort of engagement with Japan (including economy aid)? So, in this case this meeting has no agenda and 'action for action' = inaction.
