As with being 'regrettable' the day before yesterday, Japan has absolutely no right to be dictating what other nations do, especially when it comes to provocation. But hey, don't listen to me on the subject, just ask those in the highest ranks complaining about provocation on their way to Yasukuni before a meeting about isolating other nations and increasing millitary spending and changing the Constitution.

NK can fire all the short range ballistic missiles it wants as long as it doesn't interfere with Japan or harm people. This is a South Korea and North Korea fight and Japan, US, China, Russia and any other country that meddles should pay for the cost unless attacked by NK. IF NK harms any Japanese citizen by any of its provocations then there will be consequences to deal with as Japan will not be like SK and stand idle. Japan has a right to defend and protects its people and lands and does not need the US governments permission as it has the support of the US government to being with anyway. The question will be at what restraint does Japan need to hold back the Americans from annihilating the NKoreans for attacking Japan. The US without a doubt will strike them hard.

Remember nearly 25 years ago meeting a bunch of young US marines in a bar in Tokyo. They were all adamant that war was going to happen with North Korean, giving me dire warnings of what to do when it kicks off. ( Yeah , I know grunts aint exactly the most in the know political sources but hey, they seemed to believe it ) . How many times have we cried wolf since then? Gets a bit dull to tell you the truth.
