    'In a bid to flex its languishing diplomatic muscle, Japan also plans to propose a new cooperative framework...'

    Besides ODA, another way japan can flex it's languishing diplomatic muscle is to end it's and over the top obedience to the United States.

    That way japan will not be seen as subservient to whatever America says and does. It is time for japan to end it's subordinate status and start acting like an independent nation.

    Just be a little smarter with the ODA's. NO need to give it to countries who don't reciprocate its appreciation, or in tur, use it as their ODA's to other countries while still stating that they are a "developing country".

    Keep aside FM's diplomatic draft, ODA is likely to go further down..."O" stands for 'Own' not 'Overseas' anymore !

    Since Komura's in charge of ODA expenditures, instead of 'vowing' to bring it back to it's pre-2007 level, why doesn't he just do it? Or has he been instructed to spend it only on land-locked countries that agree to vote for a repeal of the ban on whaling? And did he 'vow' to bring it up because the world needs more assistance or because Japan's rank fell to its lowest level since 1972 - pre-bubble?

    restore repeated promises

    Does this mean they are going to repeat the repeated promises that they have stopped repeating?
