It is probably an argument to help them become a nuclear state. Once out of the nuclear umbrella of the US, and when threatened with an increasingly irrational North Korea, they can put up a case for going nuclear as well. Just speculation on my side...

This statement misses the point that in today's world posession of nuclear weapons, whether your own or someone elses', acts as a deterent
to others from attacking you with them in the firest place. In fact,
realistacally, deterence is about the only real value of nuclear weapons.
