How about a 100% bonus cut? Why does doing what they were elected to do, and are handsomely paid for to do (with nice perks), qualify them for a bonus? This bonus system here, especially for public servants, is nuts. I have refused to implement it in my company and don't seriously consider any candidate who says they expect the standard twice-a-year bonus. A bonus should be for exceptional performance, by both the employee and the firm. Not paid just for showing up.

herefornow you just dont understand the system. it really works to your benefit. Just take an arbitrary percentage, knock that off their salary and then give it back to them as a bonus twice a year. dont forget to put it in a high yielding off shore account cause you will only see 0.4 percent here ; 9
you can't withhold salary punitively but you can sure cop that bonus to make sure they behave themselves. that is why 'regular company workers' never rock the boat.
makes no difference if they are private or public sector. same mechanism. true machiavelian brilliance if you ask me. I truly love japan.

hakujinsensei -- thanks, but I think I understand the system perfectly well. I simply refuse to implement it on phylosophical/business culture grounds. See I don't want people who just intend to "behave themselves" or "never rock the boat". I do that, and my company ceases to exist. I've implemented a performance bonus structure and an ESOP. Not everybody's cup of tea, but, as I said, my business model is based on getting results from employees, not just attendance and process.
