Scary how arrogant these folks are. 31 months of taking money he knew he was not entitled to, and they conclude "he had no intention of cheating the system". Maybe taht's because "the system" is rotten to the core, as smithinjapan says, so cheating is simply expected. And he was at the Justice Ministry, which is supposed to enforce the laws.
