Is there a clause saying no gaijin gets the 12k? is it per person or per family?

If you're a permanent resident, you get the money. It's per person (as it says in the article) and if you're under 18 or over 65 you get an extra 8,000, lord only knows why, these are the two demographic groups that least need extra money.

Finally those in power see the futility of this stupid vote buying move... every "normal" person Ive talked to knows this won't work... here's an odd/uninformed idea... Why not just for fun, use the 2trillion to pay old peoples health care cost and pensions... strange idea I know, using the money where it is needed, but it may work...

2 trillion yen will be a real waste. Most of people do not consume cash maybe some do but will save it on accounts as long as they have anxiety about economy.

how will a person be able to contribute to the economy by spending 12000yen. I guess the All-wise Govt. wants the people to purchase Japanese made electronics and stuff. The las time I checked, nothing costs 12000yen in Japan, even a warm toilet seat costs more, let alone one with a washer in it.

They cna spend that money to build houses for those that need housing and subsidize property taxes for people that already own their own homes

Wow! extra Kozukai for my beers!!! It will make a big difference...When will they start handing out the cash!

It was a mistake to begin with, and hopefully this means it's gone. The amount of the payment, and the fact that it would cost a bundle of money to just distribute the payments, should raise some red flags. I think a small cut in the sales tax would do more to stimulate the economy. Oh, that's right, they want to RAISE the sales tax. Like we need to give the government more money to waste. I think they have plenty as it is, and they should just start using it correctly.

In the USA, soon-be-EX-Prezzie Bushie's idea of helping the economy was to give a couple hundred dollars to everyone. Sure enough, a little lift in the national economy resulted...and probably a teensy lift to China's economy, too, as the ill-informed went to Target etc. to buy items made in China. Then he gives banks etc. unimaginable amounts of cash.

In short, giving everyone (even me? regular gaijin?) a pathetic amount of spending cash doesn't solve anything.

Well, I could use a couple of nice folding chairs from Muji right about now...

Actually, this isn't correct anymore. At first, the government stated that only people with PR or married to Japanese would qualify (to avoid angering all those rural Japanese men with South-Asian brides, me thinks). However, as of late Dec.:

The government said Saturday it has decided to recognize 2 million foreigners registered as residents with local governments as of next Feb 1 as eligible for cash benefits it will hand out next year as a fiscal measure to spur private consumption. Foreign workers of Japanese ancestry who have residential permits as migrant workers, foreigners studying at Japanese schools as well as foreigners accepted as trainees by Japanese companies are also recognized as qualified recipients.

At least some people are trying, my countrymen sometimes worry me. While we avoid "group think" as we perceive it in other countries, we would do well to come up with our own version of the Asian mindset that takes care of the community writ large long term. 'Cause our current version isn't working out as well as it has in the past. I do recall reading some warnings a year or three ago from JT or another Japanese site, maybe we should work on our listening skills while we're re-doing the Physical Infrastructure.
