Rather than make recommendations for him to read partisan or irrelevant works, I would suggest he simply interact and socialise with as many locals as possible - that's what diplomats should do. The people that spend their time reading on the subject are those who have no real interest in getting to know Japanese people or Japan, otherwise they would get first-hand experience.

Suggest he pick up a copy of "The Japanese Mind" (author?) and "Dogs and Demons", and then he'll be prepared for the "challenges" ahead!

I would recommend to him the books "Shadows of the Rising Sun" "The Myth of Japanese Higher Education" and "The Rape of Nanking" Excellent reading.
