    Naturally..time to kill when the other neighbors are not keen to listen to the mechanical lyrics ( mutually ) on disputed isles. However, taking side with Russia ( even breakthrough on ceding the northern territories in return for long-term energy supplies for example ) could be one option. With NK / Taiwan ? Could be workable option to upset SK & China -- dividing & ruling !

    Correction : NK did not attend the APEC, but a transit stopover could eventually be workable ?
