Do it. Time for Japan to move forward with the times.

I guess pre-emptive strikes like Japan did at Pearl Harbour and the US did at Iraq are also accepted.

Just opens another can of worms for the world and feeds to the war-mongers. Lets see if we take that route I can guarantee WWW III is not far off, actually not really as see many countries(europe, etc) not partaking.

My guess it will be more like the USA(Israel) vs Middle East, USA vs NK, etc than anything.

Can't truly see China, India, Japan, etc partaking and throwing away their positions/gains UNLESS there is a major financial gain for them.

Canada, the US, EU, India, Japan, Pakistan and South East Asia should just sign a new security pact, pave over the whole earth and put up McDonald's everywhere.

Then it should pool money and resources to build humongous space arks and send them out to the stars after we've colonized the Moon and Mars and put a McDonald's there too.

"I guess pre-emptive strikes like Japan did at Pearl Harbour and the US did at Iraq are also accepted."

Going from the "right to collective defense" to "pre-emptive attacks" is like going from "having a snack" to "killing and eating people". The term is COLLECTIVE DEFENSE not COLLECTIVE OFFENSE.
