It is time for Japan and Russia to sign a peace accord. The ww2 finished long time ago but officially they are still in a war situation. Russia is willing to give a few of the islands, why they don't divide them and be good to each other.

IMO Russia is just playing the PC game, with no intention of giving the islands back. Not without great cost to Japan at least.
