Tokyo should just declare this Island group a new prefecture and call for patriotic crackpots (volunteers) to develop the islands (ala Manchuria in the 1930s).
They should also coax an old guy in Tokyo called Shintaro to resign his current post and become Governor for life of the aforesaid guano heap.
Following this course of action would solve a host of issues in one go (lol).

The islet either belong to Taiwan or China or Japan, it doesn't belong to the US is only confirmed. Anyway, If American want it, just get it! All of the people here are afraid of the US army.... for they are quite famous of their cold blood POW torture legend~~ u happy now?

All armies are famous for torture in varying degrees. The US is actually on the "lesser" list. As for being afraid of the US Military, yes you are correct, China has been afraid since 1949 and is still afraid today. "Afraid" meaning, not worth the effort to take Taiwan by force in light of the resistance.

The islet is a small matter compared to human behavior of civilization.
Only armies of ill discipline and ill management commit crime like POW torture! No civilized countries, including the US, will encourage low class soldiers to do these sorts of thing, but I never heard any high rank US general was punished for torture matter so that just can reveal the US army's management problem! Many American thought other countries' soldiers will also do torture crime are only brain-washed by some US media or US government on purpose.
