India, Vietnam Japan co-operate to make rare earth from all parts of the world. The world should not be intimidated by China.

Something seems to be missing on the agenda ? The military cooperation in the South China Sea ?

Northwestern Vietnam remains some of the natural mountainous regions with unexploited beauty... Hope the project will not ruin it. By the way, no one will use LCD TVs in 2-5 years & hybrid engines would like be replaced by pure electric cars in 5-10 years.

Any non-proliferation as conditions like FM Gemba did with India ?

Buying Japanese nuke power equipment?!? Yeah, right. I hope the Vietnamese are prepared to compensate their coastal farmers and fishers and live with contaminated food and water when the XXXX hits the fan. Vietnam's coast gets some nasty, nasty typhoons.

Noda is expected to confirm that Japan will help build two nuclear reactors in Vietnam

I think Noda should try and get a handle on how to run his own nation's N-Plants before entertaining the idea of building them in a developing socialist nation. I read the other day that by February - the peak of winter power usage - only 2 of Japan's 50 N-Plants will be operational. Let's get the house in order first, Noda.
