Is Japan still not buying enough goods from North America, like cars from General Motors and rice that no one wants?

The same in China. Nobody wants to buy goods from North America that doesn't fit into our Asian cultures. First, the cars are too big and use too much gas. Second the crops we grow here are much better tasting and fresh since it is not shipped. The USA can sell us raw materials. That's the only thing they are good for. Japan and Germany make better stuff, like cars and electronics. Even South Korea is better than the US.
