Africa was colonised by EU nations,Arab nations and now being helped to develop by all global nation. Investments in africa, is similar to any developing nation.
Change cultures, mentality, and other things will face the test of time and many other things.
Let's take Europe, it was by gradually learning from other civilisations they changed to agricultural based world to present day developed industralisation in transportation/comunication world.
Africa is now at the stage of what you might say as post french revoution status now. Still a lot of learning in science and tech and cultural change to go.
Their change will at the pace they get to work. They could change fast if more developed people migrated to africa to work in africa's change. Unfortunately many do not want do this.
May be obama can help via his vision of US/global salvation via more peace corp workers from USA and other visions like this.
New changes are not going easy, given the enormous diversity of language, tribes and many other things.
Changes in india and china was done quick via english, which their nationals learned fast to catch up with other nations.
If changes are to done they must be done, sophiticated manner.
There should not be the same mistakes done in colonial period repeated.
Africa will host world cup in 2010, so it is timely to use the world cup to promote excellence in all fields in africa.
Development of tourism, sports, sportsman and professional sportd is also vital for better african economy. Global poverty eradications are increased via increased air travel into african nations.
Give a man a fish and he will eat for a day. Teach a man to fish and he will eat for the rest of his life.
With the current statu quo more money won't solve anything, it will be redirected to corrupt politicians, tribe leaders and/or militiamen (also increasing the inflation rate). A big social reform is needed and it can only be achieved through education.
short answer: NO
longer answer: well just look at how little the hundreds of billions of dollars have helped up to this point, except to make the tin-pot dick-tators enormously rich
This situation brings up the old adage about teaching a man to fish vs. giving him a fish. The "best" way to help develop the continent is not going to be any one single solution but a multi-pronged solution that addresses several deficiencies at once. Chief amongst these solutions would be increased ties between government and private business i.e. governments have to find a way to work with the private businesses to develop products and solutions to local problems. The current situation is not feasible as it's far easier for the governments to turn to the IMF or UN and ask for aid rather than take the harder path and develop from within. Also, economic investments from external sources such as private corporations overseas would go a long way to helping stimulate more business developments. Education and so forth is extremely important but an educating the populace without giving them opportunities to utilize that knowledge is a tremendous waste of resources.
we have the name for that in the states, its called MAFIA. hell will freeze over when white countries ACTUALLY give back to AFRICA what it took and still is taking... they will be DAMNED if they let those african BUSHMEN control the rich oil, gold, DIAMONDS,and other precious commodities.
So, let japan join on the foray of raping the africans, by golly they want to get some to get "more" like the white countries
Interesting wording in the question: 'pouring' implying wasting. If the question were "Should richer nations assist in the development of Africa?" I think we'd have different answers.
I think we are all forgetting that 'Africa' is not one single country with one single corrupt government and one single problem that can be solved in one single way. Each country needs assistance in a variety of different ways. Some countries may need only increased trade and technical assistance (Kenya) while others need a more direct involvement (Darfur).
Africa's base problem is over population (similar to a lot of developing third world regions). Until everyone is willing to admit to that and provide massive birth control, none of the problems (symptoms) could be solved.
damax, why would that matter ? if you look intelligently, objectively at the situation, you see that piles of money have already been wasted/misused by african 'leaders'...anybody can see that, black or white
borscht, I agree with you. JT has taking sides by using the word 'pouring' And they just ask us to support their position.
So, Im not going to comment on that in particular. My comment is to those who are going to contribute henceforth.
One thing I observed when they came here is that, they did not come asking for more aid. All they asked for is fair trade(Please don't confuse it with the organic food thing called Fairtrade)
So give them fair trade practices and they can fend for themselves better than the present 'aid'
And let us remind ourselves that Africa is not a country
Granted, the World Bank and IMF polices (i.e. structural adjustment) have been instrumental in the continued raping of Africa for her resources, however a large part of the blame must also be placed at the foot of the corrupt government officials.
Africa has so many problems, but overpopulation isn't one. However, the typical Liberal Democrat solution, throwing money, won't work. How about helping Africa with educational grants, bringing their intellectuals to Japan to study Japanese success? Let them find their own solutions.
I logged in to say 'loaded question' but I've been beaten to it. 'Pouring' in this context means wasting and wasting is bad by definition. So it's impossible to answer 'yes' without rephrasing the question in your mind.
Not every country in Africa is a basket case and in many cases aid has saved thousands of lives and increased quality of life. It's good to see Japan is increasing aid to Africa even though they have less obligation than countries that have screwed up Africa in the past (US, Britain, many other European countries).
Africanist thanks for bringing some sense to this debate. I agree with you 100% as local solutions to local problems are always the only sustainable path. I would couple those educational exchanges with funding for projects as well but throwing money at Africa that corrupt leaders steal is just more of the same.
IMHO, Africa (many localities therein) needs a swift kick in the ass. Colonial interests need a swift kick out, and it's people need to be orchestrated into the funded rebuilding of their own nations. They can do it if the fighting is stomped down on by considerably more powerful outside force and if the leaders are pretty much bypassed. What you have is a continent full of multiple-victims of all this and what needs to happen is that A: The free world takes Africa seriously and drops the boom on the forces within causing problem. In a world where the best countries like to play world police, it doesn't make any sense that there is even one crevice of earth where one group of thugs can chase villiages of people around with guns terrorizing them, largely unopposed. Why? Because no one seems to give enough of a damn about real suffering and real people being oppressed and real terrorism happening clear and presently unless by some chance there's profit to be had.
If pouring money into the population (generally whom do not generate anything from the money) makes a country rich then the world would have no poor people. Pouring money into money-generating people is another matter and that is worth the cause.
Excuse me for being ignorant. Of course Africa does not have an over population problem that’s why almost all of the twenty countries with the highest birth rates are in Africa.
Nimbus, do you know the difference between birth rate (%) and population size (x million)? AAMOF the low population density in Africa is a major reason Africa has the same high birth rates everyone else had decades or centuries ago. They're still trying to fill up their continent. They don't see, unless they come to China, India or Japan, what could happen if they don't stop soon.
Damax6-> Nope I am Cuban, the problem with Africa is the governments in Africa. A majority of these countries are corrupt and before the aid gets to the people that need it it gets stolen. So how does it benefit the Africans when the only people benefiting from the aid are the black marketeers?
What needs to be done is help educate the populations and peacefully convince the powers tat be to have fair and open elections. Then the aid will get to the people.
How can anyone claim that this thinking is racist when it is logical?

Pouring money on people poor or rich, makes a world of no poor people.
Careful what we wish for, we just might get it all. No poor people world, is a world of new problems and rich diseases, that comes with it.
