Although it is a matter of importance to everyone who uses electricity in Japan, it has been treated as if it only concerns people living in a remote village in Aomori Prefecture.

Classic Japanese corporatist stuff. And this guy is supposed to be a bona fide academic?

I guess it matters more to them because it is being built in their back yard. We are just the (alleged) beneficiaries.

Tell you what Kamanaka-sensei. You tell us where you live and we'll come and build a big nuclear reactor at the bottom of your garden and then you'll have the same interest in it as the residents of the remote Aomori village have.
