I see also potential for tracking the whereabouts of foreigners. Just add the device to the foreigners card (carrying is already mandatory).
Seriously, technology should not be used to compensate for the growing shortcomings of a society that doesn't care any more about its people.

How about a bar code on the wrist? No risk of dropping it or losing it like a card.
Just approach the bar code reader - beeeeeep - and you are done.
