Not unless teaching English is part of the "development projects". New buildings filled with people who cannot compete on a global level is just putting lipstick on a pig.

The Olympics will be a shot in the arm for a few investors and that is about it. Previous cities that have held the Olympics haven't experienced a noteworthy increase in 'international competitiveness' as a result, so there is no reason to think Tokyo will be any different.

These the same people braying about how everyone needs to pay higher taxes to restore Japan's "fiscal credibility."

Whereas spending billions on a 3-week party is a sign of fiscal responsibility, naturally.
