After this announcement I think he showed enough incompetence to protect us against cyber-attacks and should step down or get at least better advisors.
With the anonymity of the net, the use of botnets, the vulnerability of the software, balance of hacking power is not what protects us. Worse, balance of powers have not made us more safe in the real world as well as we have seen in the cold war and the urge of small terror countries to get the bomb.
