Department stores haven't been able to meet the changing needs of consumers.

    Nonsense ! Department stores in Japan are very capable of meeting the changes demanded by the consumers- but they have simply chosen not to. This is really no mystery- times are tough, so provide more affordable products. My advice has been to procure more products from the USA. Considering the exchange rate- this seems an obvious solution. But for some reason purchasing agents from Japan refuse to do so. Not sure if it's market related or something more devious- but the solution is simple enough. If these dept. stores can't figure this out- well, they deserve to go under.
