Entrance fees have become the trend at mountains worldwide. As long as it's a special-purpose tax allocated for the conservation of Mount Fuji, climbers would understand.

Toyohiro Watanabe, a professor at Tsuru University in Yamanashi Prefecture who teaches “Mount Fuji studies,” referring to a proposal to charge a fee to climb Mount Fuji. (Asahi Shimbun)

Unfortunately, everyone in Japan understands that the money will be used for the time-honoured traditions of slush funds for drinking and golf outings.

God forbid we actually come to a National Park or an International Natural Treasure and actually get to visit and view for free. I agree with hoserfella: the only thing "entrance fees" at Mt. Fuji will go for is slush funds, and some government bureaucrats' "personal" business....

Hopefully it would encourage people to try less prominent and lovlier mountains.
