For the most part, I don't think Los Alamos (where the atomic bomb was developed) really had much of an understanding of radiation effects. I don't think Truman knew anything about radiation.

    Yeah they thought it would just make a loud noise and then Japan would surrender from hearing such a loud noise. The Americans didn't want any civilians to die.

    Of course they didn't anticipate the effects. There had never been such a thing until then.
