I believe no existing ordinance stipulates the ban on wasteful spending as clearly as this.

    How is this ordinance going to be upheld? Is the city going to hire more social workers to follow the recipients around 24 hours a day? Or keep tabs on their spending habits by forcing them to get receipts for every little thing they buy, to be declared to the city every month? In that case, they'll probably be forced to exend so much manpower that they'll be losing money.

    I think a better idea would be to give recipients pre-paid cash cards, the same ones that many regular workers and commuters use at convenience stores (so that they won't be singled out as "being on the welfare"). The cards will keep records of every purchase that they make, but only the city will be privy to that information.

    Of course there exists the potential for abuse, but that's the case with cash, too.
