Ideas about self-reliance have hidden poverty in recent years. This view held that poor people were not making enough effort, so it was their fault and not society's. This idea remains strong in Japan today.

    I agree with this line, but the rest....???

    Japanese seem to think that any homeless person has a drug or alcohol problem. Or is insane.
