The problem seems to be that Hatoyama's ministers say one thing, while he says another. The inconsistency between declarations is what makes people lose faith in Hatoyama's diplomatic abilities.

The main thinking he should be doing is looking at the Patel Decision of 2008 and seeing how it affects the agreement of 2006. Then make a decision. But slowness in making decisions is not a problem of Japan alone. The US dismissed Afganistan for 8 years and we lost too many good Americans, and now will loose more because of slow, poor decision making.
