In order to increase the number of tourists, you need to increase the number of REPEAT tourists. People need to have a good experience here in Japan and want to come back.
Humiliating people by fingerprinting them and stopping them in the street for spot checks don't help to paint Japan in a good light. Get rid of these fascist practices and encourage Japanese people to learn a new language. Communication would go a long way.

There is no need to be concerned about the number of tourists. However many people come, that is fine. People will come because they want to come, not because they were enticed to come. Stop trying to manipulate everything.
