It's a policy top swimming countries like Australia and the Americans follow.
Quote of the Day ( 2 )
Japan Swimming Federation executive director Masafumi Izumi. Japan’s swimmers could face lifetime bans if they dye their hair, wear an earring, have brightly decorated fingernails or are caught sneaking into each other’s rooms at training camp, where the sexes have separate sleeping quarters. This is not true in Australia. During an intensive training camp, there are definately more rles and regulations. Being a free country, not just a free country on paper like Japan, Australia gives people freedom of choice.
Also noted that tattoos are no problem for the Australian swim team.
