If they are local hires they are probably not foreign, eh? The company in that country is foreign. This is the mindset that keeps Japan from globalization.

Uh, duh, this just occurred to him? Has he never heard of the first rule of managing a multi-national enterprise -- think globally, but act locally? Especially since "Japanese brains" generally only understand the J-Inc. business model, which does not translate to any other market.
