About 10 years ago I first encountered the issue with uncovered murders in Japan as the BBC reported on the low standards of Japanese police murder investigators.

It is shameful to see how tax money is wasted on security theater when it could be put to good use to improve training and equipment of investigators. To me not the police is to blame, but the people who allocate the money.
