'Operation Flower' began about three years ago. By planting flowers facing the street, more people will be keeping an eye out while taking care of the flowers or watering them.

    Poor foolish bureaucrat Ohyagi still hasn't figured out that the inability of the Japanese to multi-task is hardwired into their DNA. Ya wanna stop crime, go ahead and form a citizen's watch group (though don't expect much); ya wanna look at pretty flowers, go ahead and plant them. But putting the two together with this cute Operation Flower idea is a typically silly, misguided Japanese approach to a serious problem that is going to produce pretty flowers and MORE burglaries.
