Why should the government care? The old villagers are only a few grams of weight in pile of problems weighing tons. I suppose they want the government to build them new homes? I guess the BOJ can sell some more bonds to itself to come up with the money, if it didn't already have a quadrillion yen worth of debt sitting on it's shoulders, with no clear way to repay it.
