In fact, whatever the law says, there will be "reinterpretations" that will get you screwed if that is what the government wants. Abe has violated Article 9 by calling what he did a "reinterpretation."
We are in for repression.

In the same way that the legal system has a triple check system in Japan? First the police fake the evidence, then the prosecutor gives it the nod, then the judge fails to notice obviously faked evidence and convicts the person.
... we've been down this road before Japan, and we already have more than sufficient evidence that without independent (truly independent!) checks and balances this "internal check" system doesn't work.

The police will be around to your house in December to arrest you for attempting to encourage reporters to encourage government officials to disclose secret information... but the police won't know why they're arresting you, and even if they did just asking them would be grounds for arrest.
