The nation as a whole will decide on issues related to security. We'll never make a decision on such issues depending on the results of elections in one region.

17% voting public. The nation 'as a whole' has no say in anything, regardless.

But you have no problem making that one region bear a disproportionate share of the burden of defending you and your fellow elites!

I feel the same. Except in my country, Obama can over-ride 31 state governors. Or "sign" some executive order, and silencing the nation's majority as a whole.
At least the Japanese got it right.

So, what was the Secrecy Act all about?

A false statement. There isn't a single thing a Governor can do that would override the Federal Government. Federal laws supersede state laws in cases where there is conflict. A President never has to "override" anything a State Governor does because anytime a State tries to encroach on Federal jurisdiction the Constitution negates it.
You don't believe the President has to sign an Executive Order before it becomes active? Yes, he does have to "sign" it. As for "the nation's majority". WHAT majority? The majority of toothless hillbillies whose family tree forms a circle? The majority of white, Protestant males who are upset that women aren't in an apron, barefoot and tied to the kitchen? WHAT majority?
